Consumers of child pornography (padedosexuals) do not necessarily also commit offences on children.
However, parallels can certainly be drawn. The anonymous exchange of pornographic material featuring children considerably lowers the inhibition threshold. At some point the gratification of looking is no longer enough and children are sexually abused.

There are four different types of offender:

The paedophile who, due to psychological underdevelopment, does not feel able to enter into a loving relationship with an adult and feels emotionally attracted to children.
The opportunistic perpetrator who suffers from low self-esteem and becomes an offender when unhappy with the circumstances of his life.
The thrill-seeking perpetrator whose obsession with thrills does not exclude sex with children.
The best example of this is sex tourists, who exploit the plight of children throughout the world.
The sadistic, violent offender who is not interested in sex as such but rather in inflicting pain and humiliation.
